This implementation Plan will be used as a guide to lead community decisions, policy development, economic development and investments for the City of Lebanon over the next 20 years.

Status

This comprehensive plan will guide land use decisions over the next 10+ years, this matrix describes timelines for implementing action items and goals over that timeline. The status types include the following:

Not Started. Initiatives that have not been started.
In-Progress. Initiatives that are in-progress or have been started.
Delayed. Initiatives that should be delayed until other initiatives have been completed or delayed due to funding or other needs.
Pending. Initiatives that are not yet in progress, but the initial conversations and discussions have started.
Completed. Initiatives that have been completed.

Policy. Initiatives that aim to create policies, programing and initiatives.

Study. Initiatives that require further research, analysis and review prior to or for implementation.
Fund. Initiatives that require funding or investment.

HN 1.1: Identify a City department or position to lead the neighborhood liaison program and begin a series of meetings across the City.

LUD 1.3: Work with owners of vacant parcels and buildings to prepare the sites for redevelopment. This may include building maintenance, demolition, environmental remediation, and marketing or broker services.

LUD 1.4: Target city investment in public infrastructure and municipal services to infill and redevelopment areas to support private investments.

LUD 2.12: Establish a PUD and Design Review Process for development of the LEAP Lebanon Innovation District.

LUD 2.13: Support and encourage trail-oriented development along the Big 4 Trail with nodal development connecting downtown to neighborhoods and the future LEAP Mixed-Use Village.

Transportation & Utilities (TU)

TU 1.1: Work with the business community to champion gateway initiatives.

TU 1.2: Create and adhere to a gateway and corridor aesthetic that is consistent with Lebanon’s brand, in all aspects including design, development and marketing.

TU 1.3: Update the Lebanon Gateway and Corridor Master Plan to contain very detailed recommendations for each gateway for design, access, aesthetic treatment, lighting, signage, and land use character.

TU 1.4: Coordinate with local and state transportation plans for gateway design work to ensure continuity and constructability.

TU 1.5: Prepare design development level gateway plans for key gateways, showing specific improvements including treatment of pavement, sidewalks, lighting, signage, landscape, art, and site amenities.

TU 1.6: Improve visual character of streetscapes and adjacent development along key gateway corridors, including along SR 32, SR39 and Indianapolis Avenue, to present a unified, quality aesthetic image of Lebanon.

TU 1.7: Enhance gateway and corridor connections between the downtown core and adjacent neighborhoods.

TU 1.8: Beautify gateway corridors using signage, enhanced landscape treatments, public art, lighting, and street trees.

TU 1.9: Identify key gateways and corridors to concentrate initial improvements and set a standard for improvements, coordinated efforts and create a unified aesthetic.

TU 2.1: Identify stormwater management construction projects to be included into the City’s capital improvement plan.

TU 2.2: Conduct a public education campaign about protecting and preserving the SFHA, maintaining a healthy creek corridor, and the potential for long-term actions that could include property buyouts.

TU 2.3: Support and encourage the removal of structures (homes, non-essential bridges etc.) from the floodway and floodway fringe.

TU 2.4: Restore the natural creek corridor as structures are removed.

TU 2.5: Protect floodways, flood hazard areas and wetlands from future development by promoting best practice protection policies and regulations, and the removal of existing structures within these areas.

TU 2.6: Incentivize green infrastructure and stormwater best management practice, to help in the reduction of stormwater volumes, subsequent flooding risks and effective stormwater management.

TU 3.1: Identify any additional improvements desired for INDOT controlled thoroughfares that would be beyond INDOT’s traditional project scope.

TU 3.2: Involve INDOT and other relevant parties in the process of determining transportation needs, when a large industry or development desires to locate in Lebanon.

TU 3.3: Incorporate identified improvements to significant thoroughfares into the capital improvements plan.

TU 3.4: Secure funding for identified enhancements that would be above the improvements INDOT would include for a typical project.

TU 3.5: Incorporate the new interchanges into City’s capital improvements plan.

TU 3.6: Create and maintain a capital improvements plan to prioritize and budget for future infrastructure upgrades and extensions.

TU 3.7: Utilize access management best practices along arterial and collector roadways to ensure safe and efficient traffic conditions.

TU 3.8: Explore alternative commercial routes around Lebanon to mitigate heavy traffic through the downtown.

TU 3.9: Develop a working group including city departments, utility providers, INDOT, Boone County Highway Department and others to coordinate planning and infrastructure investments.

TU 3.10: Ensure right-of-way dedication with all new development and redevelopment in accordance with the Lebanon Thoroughfare Plan.

TU 3.11: Coordinate with INDOT regarding access management on state routes, interchanges and state managed transportation routes.

TU 3.12: Utilize access management best practices along arterial and collector roadways to ensure safe and efficient traffic conditions.

TU 3.13: Update the Americans with Disabilities Act (ADA) Transition Plan and implement recommendations as resources are available.

TU 3.14: Pursue improvements to the Hall Baker Road interchange to allow for an alternative commercial route.

TU 3.15: Work with INDOT to develop a relinquishment plan for the City to take control of SR 39/Lebanon St.

TU 3.16: Pursue discussions with CSX to improve railroad overpass crossings, specifically at Camp Street and Lafayette Avenue.

TU 3.17: Explore opportunities for a new I-65 interchange in the southeast portion of the City, between existing exits 133 and 138.
