About the Plan 

Lebanon Redefined: Comprehensive Plan Update

The City of Lebanon adopted Lebanon Redefined in 2020, and since its adoption, many changes have impacted Lebanon and created a need to redefine the long-term community vision and goals. The City began the year-long process of updating it’s comprehensive plan to address these changes starting in early 2024 and completed the planning process by adopting the plan, in early 2025. The planning process consisted of three (3) phases: Understanding, Plan Development and Plan Documentation, you can read more about the phases of the planning process in the comprehensive plan document. This plan was developed around six (6) plan elements, which include:

  • Housing & Neighborhoods

  • Land Use & Development Character

  • Transportation & Utilities

  • Downtown

  • Quality of Life

  • Economic Development

Each plan element includes a goal statement, summary map, key initiatives and associated action items. All of which can be found on this website and reviewed within the final plan.

The Planning Area

This plan assesses Lebanon within its current city limits and examines the possibility of expansion in areas directly adjacent to Lebanon’s city limits. On this map, the light brown shaded area with the brown solid line represents the current city limits and the dark gray dashed lines represent the township boundaries. Lebanon currently encompasses 30.5 square miles, beyond the city’s limits is Center, Jefferson, Perry, and Worth Townships within the greater Boone County
